What that refers to is indifference. It means positive detachment, meaning that you feel okay or fine whether you get it or not. The manifestation becomes less important to you. Giving up isn't the same thing. Focusing on feeling better without it could be something useful to practice.

And to ask you a question, I am trying an afformation this time and now I feel like I desire, yet don't care if I get what I desire at the same time. And I feel really good with a warm and fuzzy feeling. Does this mean I'm manifesting? I think so because I can feel like (in the Universe) it's already happened, just not in my physical reality yet because I haven't took the inspiring action yet, if that makes sense.
Inspired action is not always required in order to manifest what you want. Sometimes you run into what you want while being on a totally different task preocuppied.
Yes, in essence the moment you shift your state of cosciousness into something other than the lack of your desire, is when things manifest. When you don’t care, in Brian’s terms and Abe’s terms, you let go of your desire, you are in a state of detachment from the process.
